			<content:encoded><![CDATA[<p>In a bold move, Joshua Gladstone and Sheena Kennedy &#8211; both graduate students in the School of Public Policy and Administration at Carleton University &#8211; along with Jerald Sabin &#8211; a doctoral student in the Department of Political Science at the University of Toronto &#8211; have launched Northern Public Affairs, a new print and web publication featuring timely discussion and analysis of policy issues affecting northern Canadians.</p>

<p>The magazine is the first of its kind in Northern Canada, publishing articles by policy practitioners, the business community, journalists, academics, and the interested public. <p>In a new book &#8211; Frontiers of Governance. The OECD and Global Public Management Reform (Palgrave, 2012) &#8211; <strong>Leslie Pal</strong>, Chancellor&#8217;s Professor in the School of Public Policy and Administration at Carleton University, shows why the study of the OECD is indispensable for an understanding of networked governance.</p>
<p>Public sector reform, public management and public governance have become crucial issues since the financial crisis in 2008, but they have been on national as well as global policy agendas for at least fifty years. The OECD has been key to the development of these agendas, but its role and impact have never been explored closely. In this book, Leslie Pal examines the role of the OECD and of global policy networks around public sector reform. Based on extensive interviews and internal documents, the book shows how public management emerged as a policy field within the OECD, explores the tools that the organization uses to achieve its ends, and provides an analysis of what &#8216;good governance&#8217; means to the OECD, and hence a large part of the world. It provides one of the closest analyses of how an international governmental organization actually works, and how it contributes to a web of global governance.</p>
<p>&#8216;Frontiers of Governance is a singular contribution to our understanding of the inner workings and outer influence of the OECD, particularly in terms of the organization&#8217;s role in public management reform, public policy development, and governance issues around the world.&#8217;</p>

<p>In several provinces and for almost four decades, Ms. Wiebe has been a champion of social causes based on her dedication to social work principles. Her belief in the right of every individual to dignity and respect and her commitment to social justice are exemplary. Her work in placing the next generation of social workers into meaningful practicums is an excellent example of her dedication to the field, and is also a source of inspiration and optimism.</p>
<p>&#8220;When you see these young people who can do anything they want, and they&#8217;re choosing this field &#8211; to help others &#8211; that is a reason for hope and optimism,&#8221; says Wiebe.</p>
<p>Wiebe continues to work tirelessly in her role helping these new social workers who are just embarking on their careers, and she stands as a great example of what they can accomplish with dedication, perseverance, and determination.</p>
<p>The Faculty of Public Affairs congratulates Martha Wiebe on this award and looks forward to her continuing mentorship to those students entering this essential field of endeavour.</p>

<p>Codification, Macaulay and the Indian Penal Code: The Legacies and Modern Challenges of Criminal Law Reform &#8211; Edited by Wing-Cheong Chan, National University of Singapore,<strong> Barry Wright</strong>, Professor, Department of Law and Legal Studies Carleton University and Stanley Yeo, National University of Singapore &#8211; commemorates the one hundred and fiftieth anniversary of the Indian Penal Code &#8211; enacted in 1860 &#8211; that is the longest serving and one of the most influential criminal codes in the common law world.</p>
<p>This book &#8211; a valuable reference on the Indian Penal Code, and current debates about general principles of criminal law for legal academics, judges, legal practitioners and criminal law reformers &#8211; honours the law reform legacy of Thomas Macaulay, the principal drafter of the Code. It also promises to have wider scholarly appeal, of interest to legal theorists, historians and policy specialists.</p>
<p><strong>Barry Wright</strong> specializes in legal history, criminal and constitutional law, and legal and political theory. He has published widely on colonial legal history, focusing on Canadian and Australian comparisons, and is editor of a multi-volume collaborative project, Canadian State Trials, that examines political trials and the administration of national security measures in Canadian history (University of Toronto Press-Volume One, 1608-1837 published 1996; Volume Two, 1837-39 published 2002; Volume Three, 1840-1914 published 2009). He is co-author (with Patrick Fitzgerald and Vincent Kazmierski) of Looking at Law: Canada&#8217;s Legal System 6th edition (LexisNexis-Butterworths, 2010).</p>

<p>A new book &#8211; titled Modern Military Strategy: An Introduction (Routledge, 2012), Elinor Sloan, Associate Professor of Political Science provides a coherent introduction to post-Cold War and post-9/11 military theory for upper-level students seeking an initial understanding of strategic studies.</p>
<p>In the contemporary period there has been significant and growing interest among students about international security issues. While many publications focus on one particular aspect of military strategy, there is no single volume that provides a comprehensive yet accessible overview of strategic thought in this new era.</p>
<p>Modern Military Strategy will fill this gap in the literature, with chapters on the conduct of war in each of the naval, land, air, space and cyber dimensions, and on nuclear strategy, and irregular war and counterinsurgency. The text concludes by identifying crosscutting trends, statements, and principles which may form the basis of a modern, general theory of war.</p>

The winner will be announced at an awards ceremony in Toronto on Tuesday, May 1, 2012.</p>
<p>The Donner Prize annually rewards excellence and innovation in public policy writing by Canadians. In bestowing this award, the Donner Canadian Foundation seeks to broaden policy debates, increase general awareness of the importance of policy decision making, and make an original and meaningful contribution to policy discourse.</p>
<p>Toward Improving Canada’s Skilled Immigration Policy: An Evaluation Approach &#8211; Charles M. Beach, Alan G. Green and Christopher Worswick / C.D. Howe Institute (2011) take an analytical look at Canada’s approach to immigration that has faced major challenges in recent years and requires reform if Canada is to meet the international competition for skilled immigrants. In the book, the authors assess the strengths and weaknesses of the current point system used to screen new arrivals.</p>
<p>They go further to identify the policy levers that affect the attributes and success rates of new arrivals, and break new ground by providing a tool to measure those impacts. The gap between earnings of recent immigrants in Canada and their Canadian-born contemporaries has been growing, and the time it takes to close the gap has been lengthening. The authors provide a panoramic view of shifts in Canada’s skilled-immigration policies and the strengths and weaknesses of the points system.</p>
<p>The authors’ policy recommendations make essential reading for all who care about the tough questions of immigration policy.</p>
<p>Christopher Worswick is Professor of Economics at Carleton University.; Charles M. Beach is Professor of Economics at Queen’s University; Alan G. Green was Professor Emeritus of Economics at Queen’s University; he passed away on November 3, 2010.</p>

<p>Evelyn Maeder has established herself as one of the most outstanding teachers in the Faculty and her teaching evaluation scores are consistently well above the Faculty and University means. Her dedication to her students and to pedagogy in general is evident in every aspect of her work, and this is now demonstrated in her research as well.</p>
<p>Klaus Pohle&#8217;s nominators state that “he has been at the core of the national reputation Carleton has maintained for journalism education over the past quarter century.” This is no exaggeration. In fact, he has taught every second year student and every graduate student in the program media law for the last 25 years and has been the undergraduate supervisor for the School for the past 20 years, and he oversees all the journalism students who go on exchange to other universities. The heart and soul of Centretown News, Klaus continues to show leadership and sensitivity to his work.</p>

<p>This research dynamo has cultivated a significant niche for herself internationally in the scholarship in the field of the ethics of care. She has contributed greatly to this field, and to the reputation of Carleton University, with the publication of a sole-authored book, a co-edited book, two book chapters, and two refereed journal articles. Fiona and her work are widely recognized and respected and the cross-disciplinary scope of the scholarship speaks to the depth and breadth of her work. With long and growing list of accomplishments, the faculty is honoured to be able to recognize Fiona for her amazing achievements.</p>
